No ... You do not need a license to go allong. But they are not allowed to have a weapon.
You can certainly go with a label.
You can not just forward, but if you want to hunt (where an offender granted a license in Louisiana), just use black powder rifle. The ATF determined that rifles with black powder, no weapon. So if a crime receive a hunting license here (ask fish and game), could still be driven. The problem is that a convicted criminal who made close to a firearm, or who has forbidden it. So, unless you hunt with a bow or a gun with black powder, so that you will be arrested and convicted.
